Judge Blocks Millstone Restart - (WATERFORD) -- The Millstone Two nuclear reactor will stay offline indefinitely. A judge issued a restraining order yesterday preventing Northeast Utilities from turning the power back on. An environmental group known as ``Fish Unlimited'' protested the restart of the plant because too many fish were dying in the reactor's intake valves. Millstone Two has been offline more than three years for safety reasons.
